Small confession before we start: this issue nearly didn't go out on Monday ! We forgot to hit schedule and caught it hours late 😅. Which is a fitting way to open an issue about what happens when nobody's watching the system, because a human catching a mistake in time is still the whole game.
No hype otherwise: Mistral just raised Europe's largest-ever tech funding round to build AI that doesn't depend on US infrastructure, and days earlier, a US cloud outage took down three major AI tools at once: exactly the dependency Mistral is betting against. This week: Mistral's €3B raise, ElevenLabs' new customisable support agents, the outage that made the sovereignty argument for free, and what the EU's AI Act enforcement wave means for any business buying these tools.

Mistral raises Europe's largest-ever tech funding round French AI lab Mistral raised €3 billion this week, the largest funding round ever closed by a European tech company, at a €21 billion valuation. The pitch: AI you can run without your data, models or compute depending on a US vendor. Mistral's document-AI tool, OCR 4, is one of the products behind that pitch, used by Airbus, ASML and HSBC to process documents in 170 languages. The catch: sovereignty is a premium feature — Mistral's models trail the biggest US labs on several benchmarks, so you're trading some capability for control. ElevenLabs lets support agents follow your own SOPs London-based ElevenLabs rolled out Procedures for its ElevenAgents platform: you upload your team's existing support playbooks — PDFs, docs, even plain text — and the agent turns them into steps it follows automatically, for tasks like refunds, order status or account changes. One agent can now hold several distinct procedures instead of one long, generic prompt. One Azure outage took down three AI tools at once The same week Mistral raised money to build AI outside US infrastructure, a routing failure in Microsoft Azure's East US region knocked ChatGPT, Claude and Grok offline at once for roughly five hours — even though the three are built by separate, competing companies. The reason: nearly all frontier AI, wherever it's used, still runs on a handful of US cloud regions. The catch: buying a European model doesn't fix this on its own — check which cloud actually hosts the tool before you assume you've diversified anything. 🤝 THE HUMAN SIDE
Since 2 August, the European Commission's AI Office and national regulators have been actively enforcing the AI Act, with new transparency rules now in force too. In the weeks since, authorities including France's CNIL and Germany's BfDI have started requesting the technical documentation and human-oversight records that high-risk AI systems are legally required to have (like resume screening, credit scoring, health triage).
Supporters say this is exactly the point: a law with no enforcement is a suggestion. Critics argue enforcement is landing on companies, especially smaller ones, that haven't had time or budget to build proper documentation yet, and that early cases will set the bar unrealistically high. Both concerns are fair.
If you operate in the EU and use AI for hiring, credit or health decisions, the practical move isn't waiting to get audited: it's naming who owns that documentation today, and setting a date to review it.
